He received a master's degree in engineering from Harbin Institute of Technology and a doctor's degree in management from Tianjin University. He worked successively as the Secretary of Youth League Committee directly under the Party Committee of Ministry of Education, the Division Chief of General and Public Affairs directly under the Party Committee of Ministry of Education, the Executive Vice Chairman of Labor Union directly under the Party Committee of Ministry of Education, the Committee Member of the 4th Party Committee of Ministry of Education, the Department-Level Researcher and Director of Division of General Affairs of Department of Higher Education of Ministry of Education. In February 2019, he was assigned as the Deputy Director-General of Higher Education Evaluation Center of Ministry of Education（Now Education Quality Evaluation Agency of the Ministry of Education）. He is the executive director and the vice president of the Chinese Association of Higher Education's evaluation branch as well.
