  In October 2011, the Ministry of Education of China promulgated the Opinions on Quality Evaluation of Regular Higher Education Institutions, which clearly puts forward that “An evaluation system that is based on self-evaluation of higher education institutions, taking institutional evaluation, program accreditation and evaluation, international evaluation, regular monitoring of basic educational status data as main contents, with the participation of the government, HEIs, professional QA agencies and other stakeholders involved and be in accordance with modern higher education system with Chinese characteristics, shall be established”, which is named briefly as “five-in-one” evaluation system.

  Self Evaluation: HEIs autonomously set up internal QA system and implement self-assessment, by which HEIs release quality reports to the public and carry out the external evaluation.

  Institutional Evaluation: The categorized evaluation at the institutional level conducted by QA agencies within the statutory mandate of the government, including eligibility evaluation and audit, aiming to guide the HEIs to establish a proper standing and orientation and develop with distinctive features.

  Program Accreditation & Evaluation: The accreditation and evaluation at programmatic level carried out by accrediting bodies which represent ‘the profession’, aiming to promote the industry’s in-depth participation in professional education and increase the fitness of student training for social demand.

  Regular Monitoring of Status Data: Based on the National Database of Basic Educational Status of HEIs, regular monitoring of HEIs quality can be implemented; the core data of HEI’s educational status and National Reports on Quality Monitoring and Evaluation (blue papers) are published on basis of objective data and facts.

  International Evaluation: The evaluations are implemented in accordance with international standards and procedures by high-level overseas evaluators or international QA agencies.
