He graduated from Harbin Institute of Technology with a master's degree in engineering. He is mainly engaged in higher education evaluation and engineering education accreditation. He was the vice director of the evaluation office of the Teaching and Research Center of Higher Education, the chief of Division of Program Evaluation, and Division of Accreditation of Higher Education Evaluation Center. In January 2014, he was assigned as the Deputy Director-General of the Higher Education Evaluation Center of Ministry of Education（Now Education Quality Evaluation Agency of the Ministry of Education）. He is the executive director and secretary-general of the Second Council of China Engineering Education Professional Certification Association, a member of China Committee of WFEO(World Federation of Engineering Organizations), a member and secretary-general of the normal professional accreditation Expert Committee of Institutions of Higher Education.
